DEFINITION

 

Under supervision, performs electrical, preventive and corrective maintenance, modifications of existing equipment and the installation of new electrical equipment used within the wastewater treatment plant, the wastewater lift stations and the potable water pump stations and equipment; on 24-hour emergency call for electrical repairs; and performs other duties as assigned.

 

 

EXAMPLES OF DUTIES

 

Installs, repairs, maintains or replaces electrical equipment including but not limited to, motor control centers, generators, switchgear panels, variable frequency drives, pump controllers, large distribution breakers, motors of various sizes and voltages, ground fault systems, magnetic and solid state starters, building lighting and power, HVAC equipment, reduced voltage transformers, SCADA control systems, fused disconnects, and various size and types of lighting. Shall review plans and specifications, may inspect electrical components to be installed during new construction, equipment replacement or modification. Shall maintain equipment records on the computerized maintenance system and update drawings as required.

 

 

MINIMUM QUALIFICATIONS

 

Knowledge of: Electrical tools including but not limited to, basic hand and power tools, electric cable puller (mule), conduit benders (both hand and hydraulic), MEGGER, phase rotation meter, VOM meter, hydraulic knock-out tool, hand and power threading equipment, accepted safety practices and standards related to both personnel practices and proper handling and installation of equipment and systems. National Electrical Code; installation, operation and maintenance of motor control centers, power generation equipment, pumping control equipment with all types of motors.

 

Ability to: Read and interpret electrical diagrams, plans and electrical codes. Instruct others in preventive maintenance and corrective maintenance of electrical equipment and of safe work practices.  Work independently and with non-skilled electrical personnel.  Interact positively and cooperate with co-workers, respond politely to customers, work as a team member, function under demanding time pressure, respond in a positive manner to supervision, and attend work and perform duties on a regular and consistent basis.

Physical Requirements:  Moderate and sometimes strenuous exertion required including crawling, stair climbing, lifting, carrying and/or handling up to 50 pounds for 30 minutes.  Work in confined areas and wear protective garments.  May work in conditions which require exposure to noise, noxious odors, gases and contact with wastewater.

 

Experience: Four years of journey-level electrical trade experience involving work performed in conformance with standard codes and both single and three phase equipment.  Experience with water or wastewater utility systems desirable.

 

Education:Graduation from high school, or equivalent.  Continuing education in related subjects is desirable.

 

License:Possession of a valid Class C California Driver’s License.

II.         HEALTH & WELFARE

A.     Section 125 Options - Available to all eligible full-time regular employees.

 

  1. Cafeteria Plan – The City shall contribute to the monthly Cafeteria Allowance for eligible employees as follows:
      • No coverage:   $500 (for employees hired after January 1, 2020)
      • No coverage:  $1150 (for employees hired before January 1, 2020)

 

  • Employee Only: 100% of the CalPERS Kaiser Bay Area medical premium (for employees hired before January 1, 2020, the employee only cafeteria allowance shall remain frozen at thirteen hundred dollars ($1300) per month until it equals the employee only Kaiser rate. 

 

  • Employee +1: 95% of the CalPERS Kaiser Bay Area medical premium.

 

  • Employee +2: 95% of the CalPERS Kaiser Bay Area medical premium.     

 

Mandated

  • City-sponsored Basic $25,000 Term Life:  Employee pays full monthly premium of $5.63.

 

  • City-sponsored Dental/Orthodontia: Eff. 01/01/20, employees pay full monthly premium of $98.97.

Maximum Annual Dental Benefit:          $1,000 Non-PPO/ $1100 PPO

Maximum Lifetime Orthodontia Benefit:$1,000

City-sponsored Short/Long Term Disability:  City pays $26.50.  Employee  pays monthly  premium of $8.50

Optional

  • Medical - PERS Health Plans - Employees may purchase medical insurance with any remaining monies after purchase of mandated insurance; if total monthly health premium exceeds amount of any remaining monies, the employee pays the difference via payroll deduction.

 

  • Additional Term Life Insurance - Available in $10,000 increments between $1K and $750K not to exceed 5 times Annual Earnings for member. Also available for spouse and children. Rates vary depending on age of the employee.

 

  1. Vision Reimbursement Program – Effective January 1, 2020, employees and their dependents are eligible for a maximum of $200.00 per year per family for frames or lenses.  The reimbursement may be requested every 12 months.

 

  1. State Disability Insurance - Affected employees are enrolled in the State of CA plan and is fully paid for by the employee via payroll deduction.  The State Disability Insurance (SDI) withholding rate for 2024 is 1.1 percent.

 

 

III.      RETIREMENT - PERS 3% @ Age 60

3% @ Age 60 for Classic Members Effective 01/01/2013; Third Level of 1959 Survivor Benefit, One Year Final compensation, annual cost of living allowance (3%); Pre-Retirement Optional Settlement 2 Death Benefit.

 

2% @ Age 62 for New Members Effective 01/01/2013; Three Year Final Compensation

 

Employer contribution:        39.58% effective 07/01/24

Employee contribution:       8.00% for both Classic Members and New  Members

The City pays 0% of employee contribution. In lieu, the City provides 414h, a one-time, irrevocable option for employee to elect to have his or her mandated PERS member contribution picked up by the City. Electing this option authorizes the City to designate the mandatory contribution on a tax-deferred basis.

IV.       RETIREMENT HEALTH SAVINGS

 

The City will contribute $50/month to the City sponsored ICMA retirement health savings account for employees hired after November 14, 2022.

 

V.        BOOT ALLOWANCE - Affected classifications are reimbursed $350.00 towards the purchase of safety boots, as needed, subject to prior approval of the supervisor and upon presentation of a valid receipt for actual purchase.

 

VI.       SAFETY EYEWEAR – Effective January 1, 2006, City provide reimbursement of up to $200 for every 24 month period for City approved prescription safety eye wear.

 

VII.      COMPENSATORY TIME - At the discretion of the Department Head, affected classifications are permitted to accrue compensatory time for overtime worked and such time off shall be taken within 180 calendar days of the time accrued or affected employee shall receive cash payment for said time. Affected employees may take up to 40 hours comp time off per calendar year subject to approval of Department Head.

 

  1. STANDBY PAY The daily reimbursement rate shall be $100.00.

 

  1. SICK LEAVE - Affected employees accrue sick leave at the rate of 12 working days per year. 

For employees hired before January 1, 2020

 

  • Pay out (one-half of employee's total accrued sick leave hours) applies ONLY at retirement, death, or abolishment of position.

 

  • A retiring employee may convert their sick leave balance to PERS service credit. 

 

  • Effective May 1, 2008, a retiring employee shall place 100% of eligible sick leave cash out into the City Sponsored Retirement Health Savings Account.

 

Employees hired on or after January 1, 2020 shall not be eligible to cash out of sick leave upon separation from employment.

 

  1. HOLIDAYS - Ten paid holidays not to exceed 8 hours for any one day. Further, such employees shall be eligible for the 5 floating holidays/40-hours only upon completion of their initial probationary period.

 

  1. VACATION - Employees accrue 13 days after one year of employment; 18 days after five years; 23 days after 13 years, and 28 days after 21 years.

 

  1. MILEAGE – Effective January 1, 2024, reimbursement rate is 67 cents per mile.
